Chapter 1 General Regulations

Article 1 Name of the Alliance

1. Chinese full name: “一带一路高校食品教育科技联盟;

2. English full name: “Belt and Road” University Alliance for Food Science and Education;

3. English abbreviation: BRUA-FSE (hereinafter referred to as “the Alliance”).

Article 2 Purpose of the Alliance

The Alliance upholds the spirit of "Belt and Road" and follows the principle of "equality, cooperation, openness, tolerance, mutual learning and benefit". It is committed to promoting cooperation among its members in personnel training, scientific research, cultural exchanges, etc. Through setting up cooperation platform, innovating cooperation mechanism and enhancing resource sharing, the Alliance aims to achieve concordant and win-win development of food science and technology in the higher institutions of the countries and regions along the Road.

Article 3 Nature of the Alliance

The Alliance is a non-governmental, non-profit and world-oriented multilateral cooperation platform initiated by Jiangnan University, voluntarily joined by universities and colleges in the countries and regions along the Road.

 

Chapter 2 Organizational Structure

Article 4 General Assembly of the Alliance

1. The General Assembly is the highest authority of the Alliance;

2. The obligations of the General Assembly are as follows:
Reviewing and revising the Regulations of BRUA-FSE;
Reviewing work report of the Alliance;

Electing the president unit of the Alliance;

Discussing and deciding other important issues;

3. The General Assembly shall be held once every four years, all the members of the Alliance eligible for the hosting of the meeting. The location and content of the meeting shall be determined by the General Assembly in consultation with host unit.

 

Article 5 President Unit and Secretariat of the Alliance

1. The president unit shall be served in rotation by the members by consensus, and the term of office is four years. The first president unit is the initiating unit, and the president shall be recommended by the president unit and approved by the General Assembly;

2. The Alliance appoints a secretariat which is responsible for the daily affairs of the organization. The secretariat is located in the initiating unit which covers the operation costs of the Alliance. A secretary-general shall be recommended by the inaugural president unit and approved by the General Assembly, with 1-2 secretaries serving the secretariat.

Chapter 3 Members

Article 6 Natural Members

The initial member units are the natural members of the Alliance.

Article 7 Membership

After the establishment of the Alliance, any unit which recognizes the Regulations may submit to the secretariat a membership application which shall be approved by more than two thirds of all the members.

Article 8 Member Withdrawal

1. Any member who withdraws from the Alliance shall submit a written application to the secretariat thirty days in advance;

2. Serious violations of the regulations and nonperformance of member’s obligations shall be verified by the secretariat and submitted to the General Assembly for decision. Member withdrawal shall not enter into force until approved in written form by more than two thirds of the members.

Article 9 Members' Rights

Members have the following rights:

1. To vote and be elected;

2. To share Alliance’s information resources about policy, technology, literature etc.;

3. To participate in the General Assembly and other events, and to host Alliance- related activities;

4. To make proposals to the Assembly and join the discussion of relevant issues;

5. To state identity of membership in appropriate media or related events;

6. To reasonably use the emblem, logo and all other symbols of the Alliance, without prejudice to the interests of the Alliance and its members.

Article 10 Members' Obligations

Members shall perform the following obligations:

1. Abiding by the regulations of the Alliance and maintaining its reputation;

2. Participating in the events organized by the Alliance and abiding by the relevant regulations;

3. Providing the information needed for the work of the Alliance;

4. Without prejudice to the reputation or interests of all the other members.

Chapter 4 Costs

Article 11

The secretariat covers the daily operation costs of the Alliance, e.g., the construction and maintenance of the website and communications, etc.

Article 12

In principle, the members shall cover all their expenses in the General Assembly, forum and related activities.

Chapter 5 Supplementary Articles

Article 13

The Regulations enter into force upon approval by the General Assembly of the Alliance.

Article 14

The interpretation of these regulations is the duty of the secretariat.
